1041 Regulations
1041 Regulations wre authorized by the State of Colorado through the adoption of HB-1041 in 1974, where the Regulations get their name. The 1041 Regulations authorize counties to adopt Regulations for Areas and Activities of State Interest, which include establishment of new communities, siting of municipal water and wastewater facilities, siting and selection of airports and highway systems and protection of significant wildlife habitat. The 1041 Regulations are not intended to prohibit these activities, but are intended to allow for public input and to require mitigation for any impacts which may result from one of the specific activities. Chaffee County first adopted 1041 regulations in 1991 to apply to water and wastewater projects. The regulations were updated in 2003 to add regulations for new communities and protection of significant wildlife habitat. The adoped regulations are presented below. (Viewable in PDF format)
